DESCRIPTION:<p>	<strong>Matias Zaldarriaga</strong></p><p>	Title: The nHz GW Background and the local population of BHs  </p><p>	Abstract: I will discuss the connection between the observed GW background and the local population of Black Holes. There is a very robust upper limit for the strength of the background based on the mass function of BHs.  The observed level of the background is somewhat larger than expected. I will explore the astrophysical implications of this result. </p>
